Historical Background

The municipality of Aglipay, Quirino was named in honor of the late Most Reverend Gregorio Labayan Aglipay, the head of the only existing religious sect in the community at that time. It was created through Executive Order No. 368 signed by the then President Elpidio Quirino on 11 November 1950 which reorganized the municipalities and municipal districts of the province of Nueva Vizcaya.

Aglipay then became one of the six (6) municipalities of the said province and declaring an area of approximately forty one thousand one hundred twenty seven (41,127) hectares. It was then composed of only six barangays and inhabited mostly by Christians from the lowlands comprised mostly of Ilocanos with some non-Christians tribes. Its first seat of government was at Barangay Guinalbin with the late Hon. Gregorio Divina who reigned the municipality in an OIC capacity for one year. The oath taking took place in Barangay Guinalbin which was administered then by the late Hon. Thomas P. Maddela the incumbent Provincial Governor together with the late Congressman Leon Cabarroguis of Nueva Vizcaya. Majority of the Aglipayanos favored the candidacy of the late Hon. Flaviano Fontanilla who succeeded the latter during the election in 1952. As the first elected mayor, he served up to 1954. Upon his election, he transferred the seat of the Municipal Hall to Barangay Pinaripad.

During the election in 1954, the late Gregorio Divina won over the election against the only contender, the late Hon. Sergio Rodriguez. The Municipal Hall was moved to barangay Poblacion now, Progreso.

In the 1958 election, the late Hon. Sergio Rodriguez was elected as the municipal mayor. He was succeeded by the late Hon. Jose A. Aquino who won the election in 1956.

On 18 June 1969, Republic Act 4734 was enacted, creating Quirino as a sub province of Nueva Vizcaya; Aglipay, together with the municipalities of Diffun, Maddela, and Saguday, composed the new political unit. This law was further amended through Republic Act 5554 enacted on June 21, 1969 which created the municipality of Cabarroguis and made it as the capital town of the then province of Quirino.The town of Nagtipunan was created later making the province to have six municipality.

During the creation of the municipality of Cabarroguis, the municipality of Aglipay was composed of 18 barangays and in the year 1990, seven (7 ) sitios were created into regular barangays composing the municipality to date into 25 barangays which are Alicia, Cabugao, Dagupan, Diodol, Dumabel, Dungo, Guinalbin, Ligaya, Nagabgaban, Palacian, Pinaripad Norte, Pinaripad Sur, Progreso, Ramos, Rang-ayan, San Antonio, San Benigno, San Francisco, San Leonardo, San Manuel, San Ramon, Victoria, Villa Pagaduan, Villa Santiago, & Villa Ventura. In the latter years, the area of Aglipay was known from the NAMRIA to be 31,018 hectares however using its technical description, the total area is thirty one thousand two hundred fifteen (31,215) hectares. The 31, 215 hectares is being used by the office of the MPDC in planning activities.

During the years, the seat of the municipality was transferred from one place to another favoring each Mayor’s administration. At present the municipal center is located at Barangay San Leonardo making the local government accessible to the town folks and the general public and at the same time promoting the growth of trade and commerce in the municipality. This move was achieved during the time of the late Hon. Mayor Elpidio Naval who was elected during 1988 Election.
